Construction
The Provincial Owner-Controlled Construction Insurance Program (OCIP) provides Course of Construction (property) and Wrap Up General Liability Coverage for public sector construction projects. The program encompasses most B.C. government ministries, health care agencies, K-12 public school districts and public post-secondary institutions.
The OCIP covers most construction works undertaken at school district premises, including new buildings, renovations and upgrading. Certain projects require that the contractor arrange and maintain the coverage. The requirement to insure depends upon the construction value of the project (not including design) and the nature of the work carried out. Further details are available below.

Risk Provisions for commonly used CCDC contracts
The following is a list of Risk Management Branch approved risk provisions (i.e., insurance, indemnification clauses, limitations of liability, and contract security). These are intended for inclusion in Owner developed supplementary general conditions for commonly used construction contracts.
For projects with an estimated construction value below $5 million please use the Contractor / Design-Builder / Construction Manager / Trade Contractor Insured Risk Provisions.
For major projects with an estimated construction value from $5 million up to $75 million, please use the Owner Insured Risk Provisions.
For projects exceeding an estimated construction value of $75 million, please reach out to your assigned consultant at the Risk Management Branch.

Construction Insurance Application
For projects that must be placed under the OCIP, please complete the Construction Application Form and forward it to SPP (protection.program@bcspp.org).
Due to ongoing challenges in the insurance market, please ensure the following minimum lead times are met to allow SPP time to place coverage:
FOUR (4) WEEKS before construction starts:
- Projects with estimated construction values below $50 million:
- Wrap Up Liability (WUL) required only (i.e., ministry has agreed to self-insure the Course of Construction (COC)).
SIX (6) WEEKS before construction starts:
- Projects with estimated construction values below $25 million:
- WUL and commercially placed COC required; and,
- Projects having wood frame or mass timber construction components.
- Projects with estimated construction value below $50 million:
- WUL required only (i.e., ministry has agreed to self-insure the COC); and,
- Liability limits greater than $10 million required.
- Projects with estimated construction values below $50 million:
- WUL and commercially placed COC required; and are:
- projects above 15 stories;
- projects involving more than $500,000 for blasting or demolition work;
- projects involving caisson work, tunnelling, airport work (including helicopter pads), or marine work.
- WUL and commercially placed COC required; and are:
- Projects with estimated construction value between $50 million and $150 million:
- WUL and commercially placed COC or ministry self-insured COC.
THREE to FOUR MONTHS (3 – 4 months) before construction starts:
- Projects with estimated construction value more than $25 million:
- WUL and commercially placed COC required; and,
- Projects to have wood frame or mass timber components.
- Projects with estimated construction value more than $150 million:
- WUL and commercially placed COC required.

Construction Project - Completion
Once the insured project is completed and accepted by or on behalf of the Owner, the completion date must be reported to SPP. If unsure about the appropriate time to lapse the Course of Construction and Wrap Up General Liability coverage, please discuss with your risk management consultant.
